Office of Space-Time Strategy
The Office of Space-Time Strategy or "OSS" is a Time-Lord organization which was created to act as a counterpoint to the Celestial Intervention Agency. While both organizations seemly are dedicated to the preservation of the Web of Time, the OSS focuses more overtly on the need to keep Time Lords supreme in the universe. Due to this, they are far more willing to use sinister and morally questionable actions then their counterparts.
History
The seeds of the OSS were born from the mind of one man. Ambitious and disgusted with what he saw as weakness, Cardinal Norom set out to create an organization with which to challenge the usual power structure held by the CIA. Beginning by converting existing agents to his cause, as well as courting politicians who lay more on the conservative side of the government. He finally made his move when Hazel Ninegate revived the infamous Time Lord known as The Master and placed him in the role of President. An ally to the two, Norom quickly took over as head of the CIA and placed his most loyal agents in positions of power, renaming the organization The Office of Space-Time Strategy. During this period, the OSS quickly began operations to secure technology and weapons, as well as experiments in the biology of certain species, all in the name of national security. While Ninegate and The Master were eventually defeated and Norom removed from his position, restored president Trey soon found that the organization the cardinal had created was not so easy to end. Due to some foresight (as well as knowledge gained from a kidnapped member of the sisterhood of Karn), Norom had had The Master write the orders creating the OSS into an legally binding amendment within the constitution itself. Figuring it was easier to keep an eye on potential enemies rather then let them scatter to the four winds, Trey allowed the organization to exist.
The OSS would continue to support their in exile leader during the events of the Dronid war, when their agents sabotaged CIA attempts to destroy the "Ignore" field the planet was projecting onto Gallifrey. While the saboteurs would be caught, The Actuary would find her orders to take them to trial to be constantly countermanded, as well as any evidence of their involvement destroyed.
The OSS has an office within the capitol which consists of a simple desk and one agent. The true location of their headquarters are unknown.
Leaders
- Norom: Founder and true mastermind behind the organization.
- Senda: The head of the OSS, though she takes orders from Norom.
Agents
- The Prodigy: A specially trained member of the OSS, raised to be a second son for Norom upon the failure of his own child, Thrash. Is currently off-duty.
- The Fist: Insane and driven by pure ID instinct. Is considered a "rogue agent" but still is given orders by Norom.
- The Savant: Head of the science division of the OSS. Has performed self-experimentations resulting in higher then normal healing abilities but a weaker constitution as a result.
- Serafina D. Aurakaizer: The only non-time lord member (she is a Polarfry Gallifyrian) and a practitioner of Harkanin magic.
- Nizhaladax: Former member. Shifted to the CIA before being forced to go Renegade.

- Bio-Time Rings, a form of implanted time technology that allows for limited time travel. Still being developed.
