The New Capital Defense Plan is an organization set up to defend the major cities of Tokyo, New York and Paris. It is the spiritual successor to the original Capital Defense Plan which was in action from 1921 to 1931. The three cities in the plan are currently all connected via The Hotel.
The plan is organized into several tiers or levels.
Contents
First Tier
Council of Elders
The Council of Elders are the heads of the new Capital Defense Plan with each member representing one of the cities in involved in the plan. They meet in a building disguised as a disused part of the Hino Temple complex.
Michael Sunnyside
Representing New York City, Michael Sunnyside is the head of the Rising Star Media Empire. Based in One Times Square.
Matsumi Kaze
Representing Tokyo, Matsumi Kaze is the general manager of the New Grand Imperial Theatre. Based in the New Grand Imperial Theatre.
Isabella Penoit
Representing Paris, Isabella Penoit is the head of the Penoit fortune. Based in the (currently being rebuilt) Les Chattes Moires.
Second Tier
Friends of the Council
Made up mostly of wealthy and influential people, the Friends of the Council act as financial backers.
Michiru Kaioh
Head of Kaioh Heavy Industries and heir to the Kanzaki fortune, Kaioh's company was responsible for the building of the Selpher MK II units, as well as the Selpher-G Units.
Subaru Kujou
Head of Subaru Motors, Subaru assists financially with the Defense Plan in America and Japan.
Claude Beumont
The grandson of Glycine Bleumer, Claude is the head of the Bleumer fortunes and has ties with Project: D'Artagian.
Takeshi Franc
One of the grandchildren of Hanabi Kitaoji, Takeshi is the head of the Kitaoji finances and puts money toward the New Capital Defense Plan.
Eitak Razal
Queen of Earth -3400, Eitak is privately wealthy though a large sum of money discovered by the sages in Razal Castle. She backs the RVU unquestionably, offering them as much money as they need.
Third Tier
Rising Valkyrie Unit
The new defense force in Japan, it is based on its namesake, which operated in the Scandinavian countries in the 1920s. It is currently lead by Hideki Kaze.
Senka
A secondary unit, it is comprised of veterans of various defense units from the past.
Project D'Artagian
Unknown defense project centered in Paris.
Star Direction
The new defense force for New York, disguised as a boy band.
