The events leading up to his birth were difficult for his mother following a brief interaction between Jenn and Queen Minerva in the early months of both queens' pregnancies. When called to training, he would recoil from any violence and try to retreat from other trainees, who would target him for appearing so weak. Prince Atrus would try to encourage him to fight, but Devyen would refuse, generally ending up with the elder prince roughing him up. Devyen would often be defended by his older sister, Leona, though she too would berate him for being too timid. Despite his refusal to train and fight, his empowered abilities started to manifest at a fairly young age. He did not exhibit any destructive or defensive powers like his siblings. He found if he reached for something he wanted, it would come to him almost as quickly as he desired. After a time, he started to lift and move things as he wished. This fascinated and concerned his parents, as this kind of power had never before been recorded in all the royal lineage and generations. He would need a teacher to ensure he did not lose control of these powers.

Devyen went looking for the library, when he hears Atrus looking for him to go training with the King. He runs away and ducks into the first door he can find, hoping his brother won't find him. He then hears a voice yelling at him...not in the dark room, but in his head. The voice was loud and sudden, startling and frightening the Saturnian prince. He calls out to whoever is out there, only to encounter another young boy hiding in the room. They timidly introduce themselves and start to talk, finding they have alot in common. Eventually, the boy in the room turn on a light, and reveals this room is a small personal library and study. The two boys start to talk more, and show each other their powers, which are also similar in nature. They strike up a friendship and read together until Prince Atrus comes back looking for Devyen. Atrus tries to take his brother to go train with him, but Devyen refuses and the two brothers argue. The boy in the room gets scared for Devyen and yells at Atrus, sending a powerful psychic wave and knocking the older prince into a wall. Atrus was knocked out, and Devyen is unharmed, but the boy panics and fled from the room. Devyen made sure his brother was alright, then chased after the boy, pleading for him to stop running. Devyen eventually catches up to the boy, and helps calm him down, and takes him back to the room, reassuring the boy that prince Atrus was alright. Devyen uses his powers to send a note to the upper floors to find his mother and have her come and help them in the "quiet reading room". Jenn and Minerva are notified once the note is found and both queens rush to the room. Minerva hugs the boy, and Jenn checks on her two sons, scolding them both for disobeying and making trouble for Queen Minerva. the two Saturnian princes are taken from the room, with Devyen giving a saddened goodbye to the boy.

Despite this, some of the inner kingdoms still harbored old suspicions and rumors that Saturn was trying to out shine the inner courts and become the prominent power in all the Sol. The King of Jupiter, himself, was among those who still clung to the old conspiracies, despite the insistence of Queen Shinju that such beliefs did not hold any truth of making Saturn out to be a threat to any inner kingdom. Unsure of where the future power within the Sol may go, the Jovian king planned to have his planet's foothold on both sides to ensure their place among the most powerful. With only his princess as his bargaining chip, the king sent an ultimatum to Saturn. To betroth his daughter to a Saturnian prince, or all treaties between Jupiter and Saturn would be broken, threatening possible war. Shinju greatly opposed her husband's demands, as did the Saturnian empress, who was left outraged at the terms presented to her. Devyen and his siblings had overheard the aggressive "negotiations" from the communication center of the palace. Devyen knew his older brother, Prince Atrus, was already enamored with the princess of Pluto, and with his reputation as a troublemaker all across the Sol, Atrus was an unlikely choice for betrothal to the princess of Jupiter. With threats of war echoing throughout the corridors, Devyen entered the communication center and declared that he would volunteer to be betrothed to the princess, to preserve peace between the kingdoms. Jenn objected, telling her son he did not have to do this, but Devyen said he wanted to do what was best for the kingdoms. The king of Jupiter at once agreed and had this betrothal to be written as a binding contract and treaty between Saturn and Jupiter, and made plans for the two betrothed royals to meet, hoping to seal the deal with the prince bonding to the princess. Devyen did meet with his betrothed a few times, but due to his anxiety, he did not manage to converse much and would more often be sent into panic attacks that would lead to fainting spells.

The King was greatly disappointed, and he assumed the young prince was trying to sabotage the betrothal, but Queen Shinju stated he was just a young boy who just needed more time to mature. The Jovian queen and the Empress tried to work together to help the prince and princess during their meetings, but Devyen just couldn't seem to control his anxiety, and his powers started to surge out of control. The empress convinced Shinju that it was too soon to try and force the prince and princess to be together, and they agreed on the two youths to have visitations in a couple of years when they have matured more.
