The Capital Defense Plan was an outgrowth of the devastation of the first demon war, particularly the near destruction of Tokyo. It was this plan that led to the formation of the Hanagumi in Tokyo. With the expanding threat posed by the descending demons, the Capital Defense Plan expanded to other cities threatened by the demons, notably Paris and New York City.
