Torchwood Threat Level Assessments
The Torchwood organization keeps files on persons they deem possibly important or significant and attach a Threat Level Assessment measuring their individual personal physical and/or spiritual puissance. The scale is a fluid assessment, grounded in one part direct physical evidence, one part hypothetical analysis, and one part educated guesswork based on past and present tendencies. Decimals indicate estimated gradations within a general rank, and should not be taken as absolute measures.
The Threat Level Assessment does not take into account any external qualities or connections, such as organizational rank, wealth, or loyalty of others.
- Threat Level 2 is consistent with the average non-alternatural human child without any martial training.
- Threat Level 3 is consistent with the average non-alternatural human adult without any martial training.
- Threat Level 4 is consistent with the average non-alternatural human adult possessing some martial training.
- Threat Level 5 is assigned to the average non-alternatural human adult possessing significant martial training, and is the base assessment value given to dedicated soldiers, enforcers, spies, and assassins.
- Threat Level 6 is assigned to individuals possessing some sort of ability far outside the human norm and the skills to wield it such that even trained baseline humans are unable to defeat said individual without extensive preparation.
- Threat Level 7 is assigned to persons possessing clearly alternatural abilities that cannot be compensated for without tremendous amounts of raw force. These individuals are capable of defeating armies or leveling small cities.
- Threat Level 8 is assigned to individuals possessing alternatural abilities that can seldom be defeated without alternatural resources. These individuals are capable of threatening entire nations with peril.
- Threat Level 9 is the designation for persons possessing destructive capacities beyond clear comparison, capable of threatening the entirety of Earth with their personal might.
