"Vulgar" Technology

A term used by the Time Lords and their peers to describe machines (no matter how sophisticated) used to wage war as opposed to concept and raw reality manipulation. During the war with the Great Vampires and beyond, the Time Lords tended to lean on this Vulgar technology. The Last Great Time war saw them-- albeit too late to stave off the Daleks--cast off their self-imposed limits and reduce their reliance on Vulgar technology.

After numerous incidents with magic users and their seeming ability to circumvent Vulgar technology, The Actuary has decided to abandon much of its use and is instructing her agents to implement full-on conceptual warfare in the vein of the Time Lords of old.
