Like many beings, Sailor Senshi have a hierarchy among each other, dependent on power levels as well as their ties to the objects for which they are associated.
Planetary Sailor Senshi
These senshi are often the main senshi of their solar systems, their powers tied directly to the planets for which they take their names from. Their abilities are often in some way tied to the world that they originate from.
Satellite Senshi
Senshi tied to the satellites of planets, these senshi often serve within the courts/teams of Planetary Senshi. In larger groups of these warriors, there is often a leader who serves as a middle man between the others and the planet that they serve under.
