Acting oddly one day (even more then usual), Furuhata Motoki awoke as a member of the Moon Kingdom and flew to Mars and discovered a modern Mars sigil. Soon after, Sailor Mars touched the the sigil, awakening a hidden civilization.

The Eightfold Empire was fully revealed, made up of Mercury, Venus, Mars, Jupiter, Saturn, Neptune, Uranus and Pluto. Making a deal with the senshi for use of their bodies as a means for their ambassadors to speak through. Almost immediately the Plutoian Ambassador contacted members of The Hotel, revealing the empire's presence and their intention to judge humanity on if it had evolved sufficiently enough.
